This program is actually referred to as "Obamacave". It will be phased in over a period of ten years, and will benefit middle class cave divers who are not able to keep up with the widening gap between the wealthiest cave divers, those with their own safety bottles, and the middle class who cannot afford all of the safeties on their own.

It will create numerous jobs for low income cave divers who have to go and maintain the safety bottles as well as boosting the local economies of cave country by providing stimulus in the form of increased employment, housing, food, and gas fills.

Initially, the Department of the Interior will be overseeing this project. It will require the hiring of about 622 new mid to upper level managers to create the maintenance schedule, recruit the local work force, set up purchasing of tanks and regulators (from China of course) and decide which caves should receive the grants for the safety bottles. Each State will have to prepare their own grant applications for each cave.

Now the conservatives see this as a big government takeover of the caves, but it is really just an economic plan to stimulate local cave economy, provide jobs, and make cave diving safer for the countless dumbasses that will not plan their own stinking gas supply.

The cost to the taxpayer will not exceed $12,000,000 per year, and will be offset by reductions in food stamps, agriculture subsides, Congressional intern STD testing, and medicare spending.

On the other hand, we could just say that not having safety stages in the cave would constitute gay marriage between buddies and the conservatives would spare no amount of money to make sure the safeties are in there. Or, we could say that Muslims dive without safety stages in their caves and that by us not diving with safety stages in our caves we are somehow supporting terrorism. Either argument seems to be effective at getting conservatives to do stupid stuff. Just like insisting that everyone needs to be of the same social class will get the liberals to support any crappy piece of legislation out there.
