Judging by the middle line on the second and third letter it looks like the initials LEF or LFE

The ballroom is full of OW Divers. They are not taught the protection of our caves. Go in Catfish and you will understand what I am talking about. It makes me sick to look at it.

The question at the moment isn't what are the letters and what do they spell. We can always get a better picture of it, to investigate the vandal. Question is:
Can it be repaired with out creating more damage?
If it can be repaired, who or what agency do we need to get permission from to restore the wall face.
