I would say there are many exceptions to that "rule"
Absolutely. But historically, Orange Grove usually has duckweed while Challenge, Olsen, and Peacock 1 usually don't. Same system. Catfish Hotel does and Manatee doesn't. Same system. Jackson Blue almost always doesn't, but I have seen it when it does (when there was almost no flow).
Whoever said money can't buy love never bought a puppy.
When the springs are flowing, they'll have a hard time containing duckweed, because it simply drifts away.
Peacock gets duckweed, especially when there's low/no flow and the run is dry.
If you look at places like the Leon Sinks, damned near every sink has duckweed on the downstream side despite there being a relatively strong positive flow. Luckilly, these aren't popular entry points(or even allowed in most cases).
I'm guessing all Olsen, Pothole, and/or Challenge sinks need are a little cross contamination for them to get covered up.
duckweed seems to come and go. even in places with no divers
Right, divers aren't the only ones responsible for cross contamination, albeit we atleast have the intelligence to take steps to keep ourselves from being a factor(not that all of us choose to practice it).
It's a toss up and it really depends on the details.
I've had freshwater regs packed with really smell silt and slimy vegetation, but I've also seen salt water regs with dead reef critters in them.
Depending on how long the critter has been dead and or how desiccated it is, and in competition, how sulfurous the mud is or how slimy the vegetation was, either the freshwater or the salt water reg might win a "what's worse" competition.
They all get pictures taken for the wall of shame and I charge extra for the service if the cleaning required is excessive.

What DA said, but I'll add: they STINK!

I think I may have imported duck weed to a couple of spots here in TN. But they could use it, they get pretty nasty.
