Now I know that's not true at all. I have plenty of steel tanks that got their + rating at requal. I even have some that lost their + at a hydro and then got it rehydro'd and + rated. Basically the last guy that did the hydro didn't know or bother to do it. You just have to know the REE number and meet specs.
