The article makes it sound like it's a "Devil's Hole" in California, near LA. Am I mistaken?
Not real near LA, but just barely in NV.
Yes, there's the Ash Meadows NWR in Nevada. There are several springs. Devil's Hole is one of them and the surrounding land (just around this one spring) has been designated as part of Death Valley National Park.

They've identified the suspects, but not yet arrested them (yet). They posted video of the jerks in the news site.

One thing is for sure, they have money to pay some hefty fines, that vehicle/toy is not cheap.
Now that they're identified you'd think arrests would happen quickly...
