Every Virgina caver I have ever seen has a personalized license plate...whats up with that ?

I'm moving up there in March...but since there is nothing left to use for a personalized plate, will I get kicked out of the state and be forced to move to Tennessee?

As I recall, when I was stationed in VA, vanity plates are very inexpensive there. Seems every 3rd car had vanity plates.
