Untrained Diving in the DR 2

So after all the warning signs have been installed and the warning letters from all the training agencies including PADI and official Carribean representatives of PADI have been to schools and warned them in person (yes they did do that), dive schools in the DR are still taking OW divers on a regular basis way past the cavern zone in both El Chicho and Cueva Taina.
They swim right by the warning signs as if they are not there and unfortunatly it looks like it is only a matter of time before someone gets killed.
