How old are the tanks?

The paint does not look factory in the pic, could just be blurry, have they been re-painted? If so, how and why?

The million dollar question (or 275 dollar question) is whether these are the old alloy or the new. The year or the alloy code on the tank will clear that up (if I'm not mistaken). If it's the old alloy, alot of places won't fill them, and most folks don't want to dive them.
