I don't disagree, but I would add that any well defined system of graduating steps will always be challenged by those who don't fit the mold - eg. Cavern/Intro/App/Full.
There are people who enter cavern that have never touched a reel or been in doubles.
There are also people who are Adv Nitrox/Deco, been diving doubles in a Hog setup for a good while, and are very comfortable with a reel.
The term zero-to-hero has a negative connotation not for the word Hero, but for the Zero. Assuming that everyone who goes through an 8-day program started as Zero is inaccurate at best. Some definitely are, and some are not...
And therein lies the answer to most of this - The instructor's discretion to accept, train and pass an individual based on the instructors experience with that student.
I believe no matter the cert system, the instructors need to be willing to say "no".
