I've run into the same thing all week with the Roppel section, and Forrest was able to track it down. I'm sure he'll see this post, just the same, and probably fix it. My reply's were not being posted at all, so I don't think it's a moderator, despite the statement as you go to post.

It's a group option that needs to be set.
Seems on a couple group memberships the button is check to follow moderation rules, eg. any posting from a member of xyz group goes into a moderation queue to be approved.
