Concerning Line, Help Needed

Can anyone tell me who is in charge of the Blue Grotto Line Committee? Ever since the bottom of Blue Grotto became a cave and the new gold line was installed I frequently see loose line and a great deal of silt. My new Open Water students have a hard time staying off the bottom and there is just too much traffic in the shallower areas so we like to perform the basic required skills in their PADI classes down there. We need to make sure the line we put them on is easy to navigate out at the end of the dive. If the line committee could install a better line or better yet put a platform down there that would be great.
