Police, with limited knowledge of diving, probably stated that the divers had "appropriate diving equipment", but didn't understand or communicate that those deceased divers did not have "specialized diving equipment" that would be appropriate for the dive they were apparently planning to do (though not confirmed at this time).

Well ok I guess that clarifies that they wre OWDs..
As for the appropriate gear, I was just wondering, who would make such an assesment and especially given that police usually has very limited knowledge I would have guessed that such information would have been gathered from someone qualified as the IUCRR and thus would have some meaning.
But I guess that was not the case or the divers might have had redundancy but were just not trained..

All in all it doesn't matter a lot. Definately lack of training then, but likely to affect the trained unfortunately

AFAIK, a cave trained diver is a member of the LEO presence that was there.
