Well ok I guess that clarifies that they wre OWDs..
As for the appropriate gear, I was just wondering, who would make such an assesment and especially given that police usually has very limited knowledge I would have guessed that such information would have been gathered from someone qualified as the IUCRR and thus would have some meaning.
But I guess that was not the case or the divers might have had redundancy but were just not trained..

All in all it doesn't matter a lot. Definately lack of training then, but likely to affect the trained unfortunately
