It doesn't have to be a raft. Anything that floats will work. Ginnie Springs Outdoors owns the land, but not the river. If you come by way of the river, in a raft, canoe. powerboat or whatever, you are legal to dive, as long as you don't set foot on land.
but it was suggested that "rafting up" was illegal... but not in a boat... whats the difference?

"Rafting up" is tying a succession of boats gunwale to gunwale - this is what large groups of party boats do on sandbars and beaches and it violates social distancing standards.
Anchor by yourself away from other boats.

Does anyone know if the FWC is likely to be challenging divers out in the river? The info I read said: “religious activities, Hiking, fishing and hunting” were still allowed.
So should make sure to bring a Bible, and fishing rod, as well as a dive flag?
I have seen it posted that boats need to be 50’ apart. As silly as that sounds.
