Contact the shop you use first and ask for any recommendations. I know protec gets things mailed to them and deal with the headaches associated with it, so they(your shop) can give details on the proper way to ensure you don't have to wait 6-8 weeks to get it.
PS some retailers in the US will not ship items to Mexico or other countries. Their online store is setup only to handle in-country purchases. You may be able to log on to walmart's mexican online store and order that way.
If you can find a ride for it from Florida to MX, I have a Hero4 Silver sitting around that we don't really use. It's in great condition. If interested, drop me a DM.
