There is a Walmart in Playa del Carmen. If you are wanting to buy a used one in Mexico I would try Facebook. I don't think most of the Mexican cave divers come on here much.

Are you asking if Walmart has a Go Pro 4? I don't know. I am not in Mexico. I would assume they do there just like they do in the US. In the US you can order stuff online then tell them which store you want to pick it up from. I would assume the Mexico Walmart site is the same. I would go to the Facebook page I linked and ask where to get one or if you are wanting a used one ask there.

I've seen GoPro in the playa walmart. I can't say they're always available and you'll find the exact one you want (i.e. The black edition). Best bet is to buy at home and bring with unless they're crazy expensive in your knock of the woods.

Order one online, and have it shipped to the dive shop you plan to use.

Shipping stuff to mexico can get very sketchy and take a lonng time. I take things down for people that live down there simply because they dont want to deal with the bs

I think Mexico has a 16% VAT tax.
