The high gauge height has the low flow coming out of the cave, but guess when it is? it's at low tide at the river entrance to the gulf.

Aha, that's the problem. Manatee is too far up the Suwannee to be using a tide chart for the mouth of the river at the Gulf. There's a significant delay.
