I have never been successful in getting a frame good enough for publishing in a magazine.

Off a pc no, but I have had great luck with the Gopro app screen shop function.

Same as Aquabot, best method I have found is with the Capture App. Take a 15 second "clip" of the original video. It allows you to do super slow-mo, and you can get pretty good quality grabs with it vs trying to screenshot the original video.
