    Yes it does apply to towns. The watering restrictions ultimately come from the water management district. Both Martin and Palm Beach counties are in the South Florida water management district. You are right that Palm Beach restrictions don't necessarily apply to you, each town/city/sub-jurisdiction may enact more stringent water restrictions than the district, but the SFWMD restrictions still do apply. BTW, it doesn't matter whether your source water is a "utility, lake, pond or well".

    Quote all the regs you want. I have witnessed it with my own eyes countless times, the towns do whatever they want.

    My wife and I have seen and commented on this too especially when visiting family in West Palm.

    I am not arguing what you have witnessed, or that specific towns do or don't follow the rules. I gave you the facts that counter your statement: "it doesn't apply to towns".

    You know, you can report those that flaunt the rules to the district.
