Any Good Scuba Diving in Singapore?

Hey guys, I know around Singapore (by plane) their is good places to scuba dive but anything close by that you can get to by public transit?

I was just there last week and was told by some locals not to even worry, apparently the water isn't very clean. However they did say there were plenty of places a short plane ride.

Now granted I was near downtown and the airport.
