A stunt like that could cause one or more deaths. If Al didn't have enough backgas to cover lost gas it could have killed him. If they didn't know about MOD's and stole the bottle, decided to do a dive to the park bench it could kill them too.
That could easily end in a manslaughter charge, possibly murder if they stole the bottle and it resulted in a death ...
I think legal action that results in a death = manslaughter

I hear what you're saying, however...
If you're planning a big dive, then maybe you should be thinking contingency plans for deco gas too? Maybe plan for complete loss of a regulator or tank? Have a second tank? You plan your cave dive with redundancy why not your deco too.
Most folks I see doing dives at Ginnie can easily deco out on back gas, or in a pinch use their buddy's deco gas when they're done with it. In my mind those scenarios generally count as redundancy. It's only the longer deeper or colder stuff where better planning is critical.
I did a big swim dive in Ginnie. I was worried about this very issue. I had multiple deco tanks and I hid them out of sight near the lips. And I took a buddy with the same gas planning. I had enough for a tank loss (or two) if it occurred since I probably couldn't deco out on back gas easily.
I had just finished a dive at LR years ago and a scooter team was in the basin at the same time. When I got to the fill station I was minus one stage. Pretty sure I had just left it in the basin (and worried about losing a bottle and reg set) hurried back to LR. The scooter team had just finished their dive and were relaxing in the basin. I asked them if they had seen a stage in the basin when they started their dive (pretty sure it was at a pawn shop by now). One of the divers started fumbling with all his stages (he had several) and noticed he had an extra! He apologized profusely, very nice guy who made a potentially fatal mistake, and gave me my stage back. I was just relieved to get my gear back and we all had a laugh since we had all ended the day with all our gear and our lives....but it does happen.
That seems like a lot of whatever out of a whatever. Can you clear up the what evers? What gas and what size?
If it was bigger than a 40 that is a scary amount of gas... What was the MOD on the tank?
If it was O2 someone used a lot...had to do it up by the log... and had to bring it back into the cave.

I think you're underestimating the willingness of rednecks to grab a bottle and do some cavin' with it.

Back in my day, we dove air and deco'ed on air, and waited for what seemed an eternity for those Aladdin Pro's to tick down to below 99 minutes of remaining deco before we knew how much deco we had left.
