Whenever folks are swimming at JB there are multiple lifeguards around the spring pool. If someone came out of the water with someone's deco cylinder it would be noticed immediately. Not like at Ginnie where there is usually nobody with the authority to stop someone and ask whose deco bottle they're carrying.
My worry was more that some teenage kid might grab a tank and tox on it, not so much head off and steal it.
