The money a landowner can get from cave divers is nothing compared to the cruise ship people and regular tourist. It is a shame that it was done but in a country such as Mexico it is going to happen. Heck I was out checking some springs just North of Panama City Beach the other day and someone had poured concrete over the top of the spring and installed a large valve so as to make a fountain in their backyard. We can't control it here.

Dove calavera (esqualita or temple of doom) today. There were beautiful penetrating sun rays just like what your looking for. It should give good photos. Just get there before the cavern tours to avoid it getting busy and stirred up.

In March it is going to be a tough one.
your boss will have to go very early

From your list you can strike Taj. I am quite sure you will not get any light like this in March in Taj.. I am not sure you would even get it in summer.. There is not much sun getting to the cenote surface at Taj in general. Along the cavern dive yes you will get good light shots but not for snorkelers.
I am also not sure about Kulkulan and Dos Ojos. The first I don't even know the place at all. the second I have only been in the cave and never entered from Dos Ojos itself.
Cristalino should work early..As well as Calavera like rddvet said
    You can add
The Pit (entering from Dos Ojos entrance)- that should be the place of the last picture you attached
    Gran Cenote
    Zazil Ha
    and
    Xunaan Ha

    Good luck..

You could get some good photos of Taj's Points of Light. I swam past them around noon today en route to
chinese garden and they were gorgeous. Still had that "bent" effect two hours later. It's a great place for photos.

It seems to me the photographer is not a cave diver, not even a diver maybe..

A snorkel wouldn't work too well in the Chinese Garden, I fear.

That's what I meant why Taj is not getting him the shots he is looking for if he is at snorkeling level
