    So why is it that this place always overflows? You don't hear about other waste water treatment plants overflowing very often.

    You rarely hear about it, but they do overflow... and frequently, when lots of rain falls in a short period of time.

    The Florida Department of Health issued an advisory to residents and visitors in Hamilton and Madison counties next to the Withlacoochee River. The City of Valdosta has reported a spill, made up of a combination of storm water and untreated sewage that has overflowed into tributaries of the Withlacoochee River.
    Until further information is known regarding possible contamination of the river, people in the area are urged to take precautions when in contact with the Withlacoochee River. This includes those individuals in the counties of Hamilton and Madison.

    A lot of cities with aging infrastructure have problems with storm water intrusion into sanitary sewer lines. Cracked pipes, roots, illegal connections, etc... Once it gets into the lines it goes to the waste water plant and has to be treated.

    Under moderate conditions this results in higher costs to treat the additional flow.

    Under high flow it often ends up partially or entirely bypassing treatment because the plant simply can't handle the flow. This can often result in fines.

    Not building up treatment capacity to keep up with population and business growth is another factor that can overwhelm facilities.

    In the past have they closed Madison because of this?

    It seems like Madison would be safe to dive as long as it is springing, but knowing how overly-cautious and overly-protective the parks can be...

    This is getting to be a habit. Most places are responsible enough to plan for contingencies such as this, but some think that saving a few bucks is more important. One problem is that people keep voting for candidates that want to gut the EPA, and prevent them from regulating this type of thing. You should check out some of the things Duke Energy is getting away with in North Carolina!
    It's really just cause and effect.
