    Default Notice of Intended District Decision to Grant Permit in Marion County

    The staff of the St. Johns River Water Management District has completed their review of the consumptive use permit application described below. Based on this review, the District gives notice of its intended decision for the application described below. The District is providing you this notice because you are either listed as a County Interested Person or you expressed an interest in one or more of these application(s).

    The District gives notice of its intent to grant permit(s) for the following application(s):

    Sleepy Creek Lands LLC, 15045 NW 141st Ct, Williston, FL 32696-7446. Application #2-083-91926-3. The project is known as Sleepy Creek North and East Tracts. The District proposes to allocate 1.46 million gallons per day of ground water from the Upper Floridan aquifer for pasture irrigation, crop irrigation, and livestock use. The recommended allocation is based on a request by Sleepy Creek Lands LLC to consolidate and modify two existing consumptive use permits (numbers 2-083-3011-7 and 2-083-91926-2 associated with two sod farms) into a single permit under number 2-083-91926-3. The requested modification includes the incorporation of water use on a new parcel of property (North Tract), the use of existing wells and the addition of new wells on that parcel, a change in water use-type from that authorized by the two above-listed consumptive use permits, and a permit duration of 20 years. This permit does not authorize any increase in allocation above that currently permitted in permit numbers 2-083-3011-7 and 2-083-91926-2. The withdrawals used by this proposed project will consist of groundwater from Upper Floridan Aquifer via the following wells: one existing irrigation well located in Section: 25; Township: 13 South, Range: 23 East (East Tract/Ft McCoy Farms); seven existing irrigation wells located in Sections: 24, 26, Township: 13 South, Range: 23 East (East Tract/Jones Turf-Grass Farm); ten cattle wells and fifteen irrigation wells located in Sections: 2, 3, 4, 5, 9, 10, 11; Township: 13 South, Range: 23 East; Sections 14, 15, 20, 21, 22, 23, 27, 28, 29, 32, 33, 34, 35, Township: 12 South, Range: 23 East, (North Tract).

    The District's Governing Board will consider the application(s) recommended for approval described above immediately following the District Governing Board's Regulatory Committee meeting, which begins at 10 a.m. on June 10, 2014. The Regulatory Committee may also review and discuss the proposed approval decision(s) at its meeting scheduled for 10 a.m. on June 10, 2014. The Regulatory Committee will review the Governing Board agenda with District staff and make recommendations to the full Board. Although the Regulatory Committee may make recommendations on these Governing Board agenda items, only the Governing Board may take final action. Anyone wishing to address the Regulatory Committee or Governing Board on the applications recommended for approval described above may do so at the 10 a.m. Regulatory Committee meeting or at the Governing Board meeting immediately following the Regulatory Committee meeting. Both the Regulatory Committee and Governing Board meetings will take place in the Governing Board room at District Headquarters, 4049 Reid St., Palatka, FL 32177-2529.

    The file(s) containing the permit application(s) and TSR(s) are available for inspection Monday through Friday, except for District holidays, 8 a.m. to 5 p.m. at District Headquarters, 4049 Reid St., Palatka, FL 32177-2529.
