    You have to define drones, and that is a large part of the problem. There is a little difference between a B model Predator (Reaper) and a quadcopter. I don't want 5,000 lbs of drone flying in my airspace not being able to see and avoid, but a quadcopter at ten ft. Who cares?

    As long as the aircraft is below 150', is within sight of the operator, does not interfere with general, military or commercial aviation (no R/C helicopters at your local airport, please) and is NOT being used for commercial purposes, then the FAA defines it as a "toy".

    There will also be privacy issues to deal with here. Past court cases dealing with photographers and videographers have defined what's okay to shoot in public, whether on public property or in plain view from public property.
    When you start using long lenses and low crawling through people's adjacent yards to shoot paparazzi type photos of people in a private setting, that has not been okay.
    With this chopper device though, it can be flown pretty much anywhere as long as it is within signal distance. Maybe property lines/rights now are going to be up in the air above your house?

    The problem that the FAA has is that none of the smaller commercial drones have much of a radar signal... Prowling the internet for "after the fact" drone flights will be tough...

    Drones are in the sky now, both government and civilian. Taking all of them out of the sky will be tough... They'll be able to hit the "big" ones... but the ones used by video companies, etc... those will be harder to track and capture.
