    If I am reading the UMP correctly it is 12 at one time,24 per day.

    They change these rules when the new unit management plan comes out. All UMPs get input from the community from a public meeting. What decides carrying capacity-things like damage in the cave,concern for species etc.

    I was at Manatees the other day and there were 18 OW divers, and 3 cave divers in the water.
