I don't know how far the regs go with other tanks, but I know that Woody will gladly put a VIP sticker on if he has any. I have supplied him with stickers in the past. Any decent hydro shop will do a preliminary visual prior to doing the hydro test, as well as any decent scuba shop prior to sending the tank for hydro. There is no sense in wasting money on a hydro for a tank that will just fail the VIP anyway. Hydro shops are not required to do a VIP and supply a sticker just because they did a hydro on the tank.
