    Any decent hydro shop will do a preliminary visual prior to doing the hydro test, as well as any decent scuba shop prior to sending the tank for hydro. There is no sense in wasting money on a hydro for a tank that will just fail the VIP anyway. Hydro shops are not required to do a VIP and supply a sticker just because they did a hydro on the tank.

    No, if you are paying for a visual inspection I would assume you want it done correctly. It is IMPOSSIBLE to do a comprehensive and correct visual inpection with ANY stickers left on teh cylinder. The sticker could be covering damage to the surface that compromises the integrity of the cylinder.

    It does tend to piss people off when stickers are removed, however a competent tech that is doing a conscientious job will remove them.

    Yes, but surely it's the obligation of the dive shop to inform customers of sticker removal when they drop them off (and other requirements). Let them know what will be done and why. If they don't like it, don't accept the tanks.
