"The $1.2 million Blue Spring undertaking will increase water quality and reduce water usage in the area. The state is supplying $750,000 for the project; the district will cover the balance. It will help farmers retrofit their irrigation systems with low-flow nozzles that will decrease their water usage, Engel said. Combined with ongoing district projects, it is expected to reduce water usage by about 9 million gallons per day, she said."

I poked around for historical examples of this happening previously, but could only find news of the recent announcements. Has this been done before? Is this something that will actually effect the springs enough to impact cave diving, or just politics?
