Anyone please feel free to correct my remembrance of what happened. But it was back in the '90s that Wayne Marshall was secy-treasurer of the CDS. He embezzled about $25K from the CDS, was convicted, and went to jail. I don't want to get any facts wrong or smear the guy. But I believe that's the way it went down. The CDS has instituted some stipulations to avoid that happening again. They're kind of a pain (from my outsider view), but I guess you've got to prevent such a thing from happening again.
I don't think there was ever any jail time,just make restitution. You are right the CDS did institute some financial controls to prevent it from happening again,and those controls are still in place.
