So...we are looking for water conservation plans and a drawing for some steps.

My statement was partly in jest. Annette Long does quite a good job of campaigning for water conservation already. I don't think I can even begin to fill her shoes.

But don't you need "approved" drawings before starting work? Just kidding, judging from your screen name I'd guess you could complete a project like this without. Unless there is a requirement for drawings seems this would be pretty straight forward.
Figuring out how to anchor the steps at the bottom might be tricky. Depending on what the park will except.
