If it didn't have the isolation valve, would you still call it a "manifold"? It would just be a pipe. I think the confusion comes in with the way some pictures are labeled. The word "manifold" is next to the crossover, but really means the whole device. If you order a manifold online, you are going to get valves plus crossover. If you just want the crossover, you will have to say "crossover" or give a part number.
"Just a pipe" is in fact considered a manifold. A manifold can also be more than just a pipe.
A manifold is a manifold, no matter what some parts explosion or interweb calls it.
