+1 on Ike's with manual controller. It just flat out works. I have 4 if you are up in the Marianna area and want to try some out.
Only built in sensors I have tried were the ones on a Sea&Sea YS250. The sensors were terribly inconsistent in perfect conditions and not useful at all in other conditions I tested. The strobes are good with a wired connection, but the built in sensor is not for a remote free swimming diver.
+2 (or 3) on the EV controller and the digital Ike strobe. You can find used Ikelite DS strobes on ebay or better yet, on wetpixel or other underwater photography forums.

If the primary strobe is digital, why won't a regular slave work? It just reinforces the original flash, right?

I was under the impression underwater digital cameras could turn off the preflash. The SeaLife we used to sell touted that feature.
