Cave diving has a greater impact on tourism than you would expect from the number of cave divers. I go to Mexico because I have a love affair with Sac Actun. My wife, who doesn't dive at all, stays at the hotel, eats, drinks, visits Maya ruins, and shops for jewelry. Sometimes my daughters also stay at the hotel. Thus one cave diver brings in ~3 tourists. If I ever go to the Dominican Republic, it will be to cave dive. My wife would certainly go with me.

We (German Red Cross Water Rescue Service) got permission to dive in different "Maare" here in Germany. These water filled craters of still active vulcanoes are used as reservoir of drinking water for more than 100.000 people. We had to get an official permission from the local water management authorities as diving is usually forbidden there not because of water pollution but safety reasons.
On the other hand it´s strictly forbidden to swim there because of pollution by sun tan and other fluids...
Not sure if this helps as I can´t give you any written information. The "Wasserhaushaltsgesetz" is a very rigid law which regulates everything concerning usage of water here in Germany, but there of course are no statements concerning scuba diving at all.
not a cave, but.... in Madison, Alabama, there is a water-filled rock quarry (spring-fed) that the city uses for emergency back-up water supply. Divers are allowed to dive the quarry, but swimmers are not permitted. I've always thought it odd that divers could go there, but not swimmers. Perhaps it's more of a way of limiting the use to reduce potential pollution. email info@betterdiver.com. talk with Britt Clark. He manages the property during the dive season there. Every year he has to re-convince them that diver's are not polluting the water, and may have some documentation, or logic, or even persausive argument, he presents to the city water management board.
