Nope, we were there last winter monkey diving, doing flips, playing chicken, and having a grand ole time on DPVs and the ranger (nicely) told us no scooters when we got out. (He wasn't around when we got in). Sucks, there's no good OW spots around here to dive one for practice.
Not sure what Ginnie's rule is on scootering the run without a DPV card? I'd guess if you didn't have a light they would allow it, but as always with Ginnie, depends on the employee who's in charge and the day.
A few friends tried to monkey dive Volusia Blue Springs and were told no scootering there either...that run would make an excellent training site. Sucks no where allows scooters, because sometimes I'm not in the mood for a real dive and just want to screw around and have fun goofing off, and monkey diving is a blast.
Wish these places would at least post the rules, but oh well.

What about Rainbow River? 5+ miles, clear water. Just be cautious of boat traffic.

if their open water why not put in at Ginnie cavern then scooter to Devels run and back. Plenty to see and various enironments. When I was intro and camping alot at Ginnie it was a great way to end the day. Where the Ginnie run meets the Santa Fe it bowls out from 12 feet to 24 ft (at least it did last I did it late 90's) It had turtles gars and lots of differant fish. I had also found fossils and even a spring outlet a few inched in diameter.

The Ichetucknee river is pretty clear, downstream from the park. They also allow boats, so be careful.
Weeki Wachee has a lot of room and clear water. No boats either. Not sure what the cost is anymore but might be worth the price for the safety and space.
