Unfortunately, this is not a problem that will be corrected by legislature because you cannot legislate morality. It is a matter of character which may be effected by education and peer pressure. I have seen attitude changes about a variety of issues; but they typically follow someone in a group making a point, e.g. by walking over and picking up what their peer did not... It's a silent way of saying, "Hey, Stupid!?"
