? about Blue Steel valve

I just received two new Blue Steel valves in the mail (one left and one right). One of the valves makes a very noticeable click/popping sound when initially cracking the seat from the closed to open position.
Normal for Blue Steel?

I started to take the valve apart and found some small black plastic/rubber shavings under the handle, leftovers from when the handle was made. All better now.
