It's called contamination.
They are very careful about diving around radiation sources and contamination sources.
Very little risk unless you do something stupid that you are not supposed to do.
If there was any contamination in the water of that old site I would be very surprised if there is not a whole series of monitoring wells nearby and a stringent monitoring process. Not to mention zero access to it.

I wouldn't say there was 'very little risk'. All it would take is a missed rip in the drysuit and you're contaminated. It happened pretty frequently. It's the reason we had dosimetry badges inside our drysuits.
I wouldn't be worried about radiation so much as other nasties that could be in the water, military especially of the past aren't known to be real clean on their desposal of nasties, could be all kinds of crap in there.
Otherwise sounds damn interesting
The NRC regulates most everything nuclear. Hence the name... Nuclear Regulatory Commission.
