Hi Dave,
No, the proposal will not be available to the public until the Bahamas National Trust (BNT) has made thier edits and additions to send to the Minister of the Environment. As soon as this happens, hopefully by the 26the of July, The BNT, the Bahamas Caves Research Foundation and Friends of the Environment will all post the proposal on their prospective websites.
