No, the snorkel should not be tied to the line at the start of the dive. It should be carried with you on a bolt snap on your butt d-ring throughout the dive so it can be used in the event of a lost line drill without proper tie-offs.

I'd be more worried about how to replace a lost c-card if an agency went away. Anyone have any ideas or experience there?

NASDS had an "oh well" attitude that the records were destroyed and nothing could be done. Basically, I was hosed as I just had that one OW cert with no proof, so taking another course was the only option. Luckily I had a friend that was an instructor who gave me a "quickie" course.
I now have laminated copies of my cards that I keep at home in addition to the ones in my wallet.

Keeping back up copies of your cards are a very good idea. Think i will look into that.
The shop I work for keeps records of every diver they have ever certified. If there is any question of a divers qualifications we can just go to the back paper files and find the records.
We can then have the certification agency reissue a card. If an agency goes under and no other agency incorporates them then be careful with your card, you will have to re-cert in most cases.
I want the PADI card just to get some looks! I can just imagine the looks I'd get pulling that one out! If I left it out on the dash at Peacock there might be a small crowd there to ask me questions when I got back from diving.
I want a PADI "Bubblemaker" patch to put on my drysuit for basically the same reason. I just have to find a PADI instructor that will sell me one.

YMCA is a bit different as even though they no longer do scuba certs they are still in business in all other areas, still have staff and still maintain the records, so they can and will replace a lost cert card.
If the cave diving section of NSS went under and stopped doing new certs, I suspect NSS would offer the same support as the YMCA does as the rest fo the organization would (probably) still exist. If NACD, GUE, UTD, etc went under, that level of support would probably be based on someone's willingness to maintain the records and make new cards in their garage.
Can you list 3 things the current CDS BOD has done to benefit cave diving? If you can, I will list the same amount of things that benefit CDS cave instructors only (but those can all be found in recent motions that have been passed).
Do you really think the CDS can increase ad revenue 50% by ceasing to print UWS and moving everything online? That is what one CDS BOD member has stated. Well, maybe PADI will just pay more because he runs special trips for them at Cow.
