Anyone having problems with Halcyon wings forcing a head down position?

not me. i've been diving the same one for 5 years or more. 55lb lift, one top and one bottom hole for bolts, so no options on placement. just dove it today for the umpteenth time with no problems. it's looking a bit worn, but has 500+ dives on it so it's about time...I think. or should it still look new?

    Is this a setup?

Not a setup at all. My wife and I both have them and we are both severely head down. Never suspected wings until a couple we met had them and indicated they do that. I have been diving my 55's since day one and never had a problem. I have adjusted the tanks and it helped some. Going back to my jetfins and going to get some gaitors. Also just found a leaky valve on my Pinnacle Freedom II.

Ahh, you didn't mention that before. If I use light weight fins in doubles, I am head-down trim as well, even in a classic wing.

The problem may be that your tanks are sitting too high. Loosen the shoulder webbings so that the tanks sit lower on your back. With a little adjustment, the problem should be fairly easy to solve.

I tried an Eclipse wing when I got into doubles. I was trimmed out for a DR Classic and I got head heavy in the donut wing. Some adjustments would have corrected this I'm sure...
