    These don't look like DOT cylinders, these look like Navy surplus submarine bottles. Different set of rules. If my foggy memory serves me, the navy cylinders do have a test pressure on them, and are tested while in service. They also have a shelf life past which the navy scraps the cylinders.

    Looks like there is a small grocery store across the street. I wonder what the chances are that they have a video camera that monitors the front door or parking lot that may have caught the explosion.

    Hope the insides of those tanks look better than the outsides. No wonder they ruptured.
