For land entry? Sure.
For water entry(via the river), not if there is navigable waterway to the entrance.
If they charge you money, they will be liable for accidents though. There's a law out there that will protect land owners who do NOT charge any entrance fees for activities such as cave diving.
If you are thinking about negotiating entry by land from a private party, prepare a waiver for the landowner so they can feel a bit easier about liability.

I also have a waiver that you can probably use. I'm part of a club who's negotiated access with several sites on private property with the use of waivers, sometimes without fees, sometimes with a small fee to dive.

Yes, but it makes them liable for any accidents. Florida has a sportsman law that protects them if they provide access for free or access by trespassers. If they charge they need to increase their liability rates, hence the entire problem with high fees. No matter how good the waiver used by a land owner you can still sue if there is neglect, things like broken lines, stairs falling apart, slippery steps etc. So it's a legit worry for land owners. In France at some places there is a jar for donations to avoid this problem. Of course, I am not a lawyer. Just a nurse that has had to help deal with some of these issues. I'm not trying to completely turn you off to the idea. Just give you some things to consider. My Boyfriend Scott has a cave that he shares with people, Jess's Hole. You should either come out and see it or just call him and talk with him about how he handles things. 386-454-8378. You would enjoy it as it is a nice dive. HUGE crayfish. (the one on my signature is from his cave) It's not a spring system though and he also has some environmental considerations. He does drywall so you will have a lot in common.
