Go here and type in PST for the company name. So far it says that it has not been renewed (or even applied for). If an application has been received it will be listed in this database also as application

Which actual cylinders are affected - I don't seem to be able to find a list ... anybody?

E series 3442 PISG tanks
I have a few sets which Hydro's expire 9/16 and I'm trying to figure out if I need to run them in early to make sure I get the hydro done before Jan 31st 2015?????
I sure hope that someone will renew the permit/exemption - this would affect a ton of tanks across the country ... or am I missing something?
Does this mean they have to be done before 1-31 so they can be hydroed every 5 years thereafter, or 1-31 is the last date they will ever be hydroed?
It may just be the LDS owner but the last time this happened, he quite clearly said; if the exemption (SP-9791) is not renewed by PST, we will not be permitted to fill the tanks, regardless of current hydro or VIP status. It does appear that the exemption expires at the end of this month. I may have 4 new steel umbrella stands unless...

If you're unsure contact hydro Dave and get the answer. And then send him your business instead of all the fire extinguisher shops. That's if you live anywhere near cave country or tampa bay that is.
also all of the 3500psi bottles too yeah?
I believe the only tanks impacted are the E series 3442 PSI, like E7-100 or E8-130. Look for the DOT-E 9791 exemption number. It is this exemption that will expire on 01/31, nothing else.
Yes, any DOT-3AA PST tank is fine.
Does this affect the Worthington 3442 tanks as well or just PST?
The tanks permit will expire on the anniversary date Feb28) .A current hydro will not be valid beyond the permit expiration date unless there is a pending renewal application. At the time of this writing, no pending renewals are listed.
Worthington has a pending approval,
PST does not. They were supposed to have the application submitted 60 days before the expiration . Even if they submitted today, there would be a lapse in certification which means that until it is approved, the tanks would be out of service...
This is just wonderful! I understand that PST has been out of business for some time unfortunately but there is a fair number of their E-series cylinders in circulation that are perfectly good. Does anybody have any insight into why they are not renewing the permit or why they are dragging their feet?
Edit. Expires 1/31/15...
My first guess is $. What would possibly motivate anyone to renew a costly exemption permit with no financial gain??? I'd heard a story that last time it came up for renewal, there were death threats involved before it was renewed. Not certain how much truth there is behind that. I wonder what has become of PST LLC and if they could become motivated.
PSI PCI owns the rights to it and I don't believe the exemption is that costly, they renewed it in 2011, and I have tried contacting them to see what is going on with this one.... Glad mine are 3aa's
Can you show me where you saw this? I'm no DOT expert, but all I found was this:
http://www.phmsa.dot.gov/pv_obj_cach...2014030574.pdf
I am a PSI inspector and PSI says the request for renewal has been submitted. It is expected that it will be approved before the end of the month.

Correction: Since the application is in the works with DOT, the tanks will not expire until the application is acted on, which may take longer than the end of the month.

Skip is correct. You will not see it on pending approval due to the late application .
as far as the PST situation , this is the latest as of this afternoon( names redacted to protect the innocent)

XXXXX,
I consulted with my co-workers here and you are correct in telling persons that they cannot use the permitted cylinders once the permit has expired. Not for personal use, recreational use, whatever use. Once the permit has expired, the cylinders are not legal to be used. It does not matter that the cylinder was requalified a short time before permit expiration or not. If the permit is expired, the cylinder is not legal for use.
There is language in paragraph 11 of the permit which clearly says this.
No person may use or apply this special permit, including
display of its number, when this special permit has expired
or is otherwise no longer in effect.

Ken,
After our conversations, I send you this e-mail. I tried to send it to the DOT Special Permits site. No luck.
I notice SP9791 is set to expire on 01/31/2015. Is it permissible to still use this cylinder after this date? Can one requalify this cylinder after that date? Can it be filled and used? Does this apply to private individuals transporting on public roads? Even if this cylinder is requalified before the expiration, can it still be used and transported either for commercial or private purposes?
Thanks,
XXXX
Understand, I do not have a dog in this fight as i do not own any of the aforementioned tanks , I am just relaying the information I have and you can do with it what you will.
As far as whether or not I am credible ,my USDOT VIN# is V113812 Exp. 07/18/2017.
The question was posed to DOT by a colleague of mine at my behest due to this thread -hence the redaction of names.....
Hope the DOT police aren't at Amigos when I continue to fill my PST E series cylinders.

It is good to hear that PSI is taking care of the matter - great job and thanks to the people involved. Since Worthington retracted from the SCUBA business this issue will come up again in a few years ...
Lol.... Too funny.
Maybe we should make this thread a sticky and change the subject line to; Read me on January 2018 for PST DéjÃ# vu and to avoid Umbrella stand stress syndrome. :-)
Good news for you PST owners-

apparently someone lit a fire and they hand walked the application through.....
Good deal! I have a set of the 3500 tanks that are my favorite doubles to dive...
Uh, you don't dive doubles T.bix
I'm not sure how the charter captains feel about CCR divers up here on the Great Lakes yet but I am sure that I'm done climbing back aboard with 108s/130s on my back.
All better now.

Aren't steels hydroed every time they are filled?
Any word on the XS/Worthington renewal?
Not entirely accurate since hydro measures the amount of stretch in a cylinder and more importantly how that stretch comes back to original size. :)
If it ain't broke, don't fix it. ie-air goes in and out smoothly.
