The opposite is true. Any fact or circumstance shared could interfere with ongoing criminal or death investigations. Any fact or circumstance listed could be used as the basis of a civil complaint. By publishing the information, the IUCRR could actually make lawsuits easier, or, could encourage a potential plaintiff to file a complaint they may not have filed in absence of a published report. Even if the IUCRR isn't named as a defendant in a civil case, they most certainly will be included in discovery requests (documents, deposition testimony, etc.), and probably required to testify at any trial that may take place.
