For some folks it's mainly ignorance. It's easy to forget that a lot of open water divers don't know anything about decompression, or why there might be a (to them) loose tank sitting in the entrance to a cave.
And some folks are just a buttmunch.
One would hope that most folks, if they did take the tank, would think that someone just left it and at least turned it in at the store. Of course that wouldn't help you on your deco when you get back to the entrance.
Kind of like someone pulling out our line from the entrance to a spring to see what kind of fish we were catching.
Maybe we need to put signs on our deco tanks?!
Something like, "Removing this tank could result in the death of a diver."
And in small print... "that diver might be you."
On the bottom of my deco cylinder, is written in sharpie, "Please don't steal. (the government hates competition)"
So far it seems to be working :)
