The simplest process is those people who submit documentation with an Abe Davis/Wakulla award because this certifies 100 cave dives, and speeds the process up. I've had someone that has submitted an excel spreadsheet of dives, and I had to sit and manually separate 30ft reef dives from post training cave divers-yes this can be time consuming. In reality we don't want to slow down the process, but get people in there diving as much as possible and as fast as possible. Why? 1) A lot of effort was undertaken to open this site and build the steps, lets use the damn place. 2) People who opposed opening Wakulla claimed we had Emerald and weren't using it. The real reason it wasn't dove was because as you are aware is that Leon sinks can go bad and stay bad for sometime. Hence when it is good we need to get the numbers up for visibility purposes. If your friends think they were treated unfairly, and the process was impeded against them, then have them please email me or PM me,because I have interest in addressing this.
