Phillip, You could always get pictures of bodies that have been recovered. If you file a FOIA (Freedom of Information Act) request with the medical examiners of the county where the fatality occured they are required to provide the images to you. Pasco County, FL (Wayne's World/School Sink) charges $5/image.
Phillip...PADI isn't going to help. We filed a complaint regarding a US-based university professor taking untrained divers into Padre Nuestro and it fell on deaf ears. Even in FL we have approached PADI regarding PADI instructors violating their own S&Ps (taking OW students to Eagle's Nest) and their response was limited. GOOD LUCK!
The NACD wrote a letter a few years ago to LDS's in the State regarding the practice of taking untrained divers into overhead environments. They letter was presumably "round filed". You are trying to tell the LDS/Instructors that they can't make money the way they see fit. Tough fight.
I am telling LDS's that they should not violate every single safety standard to make money and I am telling PADI that these LDS's are misusing the PADI name people trust as safe.
