Yup, and it still isn't, to a lot of people. In Vermont we have an annual state-sponsored "Green-Up Day", the first Saturday in May. People go out and pick up trash on the roadsides, and the state highway department provides trash bags and dump trucks. This has happened every spring since 1970, and there is still plenty of trash to pick up every year. On my road, a lightly traveled rural dirt road, I go from my property line down the hill to the state paved road. It is less than a mile, but I fill a 5 gallon pail every spring. I have often thought that analyzing what gets picked up would make a good thesis topic for somebody. One conclusion I've drawn is that litterbugs drink cheap beer.
